Islamic Relief Worldwide (IRW) – founded in 1984 and based in Birmingham, UK – is an independent humanitarian and development organization. Islamic Relief(IR) started working in Bangladesh in 1991 in order to help the distressed survivors of the devastating cyclone by providing emergency relief and supporting communities to rebuild in the wake of that cyclone. Initially, it focused on emergency relief & disaster preparedness activities. Later on, it expanded its programs on both humanitarian and development challenges. Now it works in an integrated manner combining emergency humanitarian assistance, short-term work opportunity, shelter support, awareness & training on different DRR, climate change, development, health & hygiene and social issues, cash grant, IGA means, health & nutrition, safe water & sanitation, education, advocacy and linkage with different service providers. As a registered charity, IR is open and transparent; it continually assesses its work and operational methods to improve impact and effectiveness.

Job Context

  • Islamic Relief provides lifesaving humanitarian assistance to the FDMNs as they lack access to the basic needs of life. Since the beginning of the influx, Islamic Relief has been working with the Bangladesh Government and other implementing partners to support FDMNs living in Cox`s Bazar. We ensure food and non-food items for FDMNs living in Bhashanchar. We improve the safety and well-being of FDMNs by,
  • Providing monthly food ration
  • Providing water and sanitation
  • Constructing wash blocks
  • Installing tube-wells
  • Distributing Ramadan food packs, Eid gifts and Qurbani meat
  • Providing non-food items like LPG, hygiene kits and winter clothes to the families in Cox`s Bazar and Bhashan Char.

Job Responsibilities

  • Programme and Business Development for Humanitarian Crisis Response Programme IRB (50%)
  • Ensure program quality including the full program cycle, strengthening systems for proposal development and learning as well as the writing, fine-tuning and submission of high-value, strategic, and/or complex proposals from a range of donors, including the development of log frames.
  • Set and track proposal development timelines and ensure coordination amongst relevant Units -Programme Management, MEAL, Finance, Human Resource Management and development, and external stakeholders (if relevant).
  • All expressions of interest, concept notes, and proposals are prepared for quality assurance, are approved according to internal IR processes, and are submitted to donors in the required format and on time.
  • Project design workshops and consultation meetings with internal and external stakeholders.
  • Identification of partners in coordination with the Program Manager, including supporting partner assessments and drafting teaming agreements.
  • Address the Programme Quality Framework in all new proposals and those key elements of program quality are included (e.g., safeguarding, Inclusion lessons learned from past proposals, accountability, risk assessments, effective partnership strategy, etc.).
  • Review and synthesize key donor priorities to identify areas for further growth & also review solicitations, determine technical strategies and approaches, develop outlines, and write and edit proposals. If required Coordination of the preparation of funding applications with donors such as WFP, UNHCR, UNICEF & other internal Donor.
  • Development of fact sheets on program quality initiatives and best practices.
  • Promote a culture of shared learning across the program locations and with colleagues in the field including organizing quarterly project review meetings and grants opening and closing meetings.
  • Develop & maintain a knowledge management system to capture lessons learned and disseminate these within the programme and wider.
  • Integrate an inclusion perspective, with the help of the SFP, into IRB’s routine activities and the organization’s program portfolio, and provide expert advice on this.
  • Represent HCRP in the appropriate technical working group, cluster meetings program, and other various forums.
  • Reporting (30%).
  • Collect regular reports (monthly, quarterly, interim, and annual reports from MEAL team/ Project Managers/Coordinator review, finalise.
  • Ensure timely submission of periodic and completion reports following the reporting cycle.
  • Contribute to preparing monthly reports, quarterly narrative reports, interim reports and final reports of different projects.
  • Contribute to generating quality research reports, baseline study reports, monitoring and evaluation reports, after-action review reports, post-distribution monitoring reports field visit reports and any others as required.
  • Disseminate reports and study findings with respective donors, IR partners, and departments/units.
  • Capacity-building initiatives for project participants, key stakeholders, and project staff at the program level (10%).
  • Prepare Capacity building plan and facilitate training for project staff and volunteers.
  • Support to organize orientation for the newly recruited project staff.
  • Organize workshops/ training for project participants on report writing, case study.
  • Participate and facilitate quarterly, bi-annual and annual programme review meetings and feedback sessions.
  • Other Requirements (10%).
  • Take initiatives to ensure the security of project staff and participants during the intervention.
  • Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
  • Support in the procurement of materials like requisition, follow-up etc.
  • Facilitate donor/external visits and ensure that recommendations of visitors are addressed.
  • Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery or money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment.
  • Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
  • Willing and able to travel frequently for extended periods and to remote areas of the projects.
  • Perform any other duties assigned by the Supervisor.
