  • BACKGROUND OF GONOSHASTHAYA KENDRA AND THE PROJECT:
  • Gonoshasthaya Kendra (GK) is a registered Public Charitable Trust, established in 1972 and one of the oldest non-governmental, non-profit, and national level organizations in Bangladesh and started with two visions (a) “the fate of the poor decides fate of the country, and (b) “development of the country depends on development of women.”
  • GK has been active in responding to all significant natural disasters in Bangladesh since 1972 through the mobilization of its own and foreign resources. GK provided food aid, lifesaving medicine and treatments in its operational Upazila during flood of 1987, 1988, 2000, Tornado: 1989, Cyclone and tidal surge: 1985 1991, 1994, Cyclone SIDR 2007, Cyclone AILA 2009 in its operational areas.
  • GK has experienced partnership with several UN agencies, INGOs, such as UNDP, UNHCR, WFP, WHO, World Bank, European Union, UNHCR, Christian Aid, Action Aid, We Social Movement, French Support Committee, Save the Children, Plan Bangladesh, Medico International and many others.
  • GK is managing 43 health centers in 19 districts, two hospitals of 250 beds, the largest dialysis center in Bangladesh where 100 people could be treated simultaneously. GK is running one University, Medical College, Dental College, Medical Technical School, Pharmaceutical Industry and a Vocational training school providing short, long and customized courses for distressed women. GK has awarded numerous national and international awards for its work on health and disaster response.
  • GK is one of the first organizations started lifesaving health services to the crisis affected Rohingya and host communities in Cox`s Bazar and continuing its operations providing health, nutrition, IYCF, MHPSS and health education with establishing 17 health facilities in different Rohingya camps and associated host communities with funding support from MdM Japan, Malteser International, Germany, UNHCR and action medeor. GK has made direct impact to the lives of millions of crisis affected people with delivering quality primary health care and outreach services. Recently, GK has extended its operations to the Bhasanchar island and Kutubdia alongside the Rohingya Camps.
  • GK is launching the Helping Survivors Heal (HSH) project, a three-year project supported by the United States Agency for International Development (USAID) and implemented by the Center for Victims of Torture (CVT). The overall goal of this project is to expand access to quality mental health and psychosocial support services for survivors of torture and trauma adapted to the Rohingya community. In addition, the support services will expand to the community that works in the garment industry in Gazipur district. The project will achieve this through intensive capacity development support aimed at developing GK`s ability to provide such services while expanding the MHPSS workforce in Bangladesh.

Job Responsibilities

  • Review and verify all the payment voucher, ensure donor compliances and local regulations before disbursement of payment.
  • Ensure that all goods, merchandise and services are procured in a transparent and competitive manner in accordance with GK procurement guidelines.
  • Manage the accounting, finance, and administrative components of the project, including the various petty cash funds and project finance, accounting, and administrative activities of the GK-HSH project.
  • Oversees and supervises the Office Assistant, providing guidance and support as needed. Helps to evaluate the performance of this individual.
  • Prepare the financial report in accordance with CVT and USAID requirements, and ensure that the budget forecast, bank reconciliation, asset and liabilities report, advance schedule, and fund status are all updated by the first week of each month.
  • Prepare annual budget and monitor it periodically, review expenditures and suggest corrective measures, revision of budget, modification as per requirement.
  • Provide financial operations support throughout the financial planning and implementation process.
  • Ensure that GK-HSH project finances and operations comply with relevant Bangladeshi laws, including tax oversight and filing.
  • Follow-up with GK-HQ on a regular basis to ensure that funds are released and available in the project account on time.
  • Coordination of periodic funding requests based on budget and cash flow projections to ensure the project has all necessary funds for operations.
  • Implement financial internal controls and ensuring adherence to the institution’s financial policies and procedures.
  • Provide operational support on implementation of operational policies, procedures and guidelines to the project management and office colleagues.
  • Resolve complex financial operational issues and/or recommend any deviation from policies and guidelines to meet objectives.
  • Supervising the accounting functions of the GK-HSH project and monitoring financial transactions to ensure that transactions are recorded accurately and on time, and financial reports are delivered to CVT by the deadline.
  • Follow-up with Finance Officer on all payments (e.g., office rent, warehouse rent, vendor payments, advances, etc.), journal entries, and other financial transactions in a timely manner to ensure budgetary compliance. To resolve pending issues, take prompt action on outstanding accounts.
  • Follow-up with the FO/finance team to ensure that staff salaries, mobile bills, and regular expenses are paid on time.
  • Prepare a staff advance statement and closely monitor/follow-up with the staff to ensure that the advance or outstanding financial activity issues are addressed in a timely manner.
  • Ensure all payment vouchers to CVT during project record verification and provide feedback with proper responses on the record verification report based on CVT’s queries
  • Timely close-out of accounts bi-monthly, quarterly, and yearly as per closure instruction from regional office
  • Prepare a TOR for the annual audit and take the necessary steps to hire an audit firm in a timely manner.
  • Prepare a financial statement for the auditors to review (receipt and payment accounts, income statement, balance sheet and VAT and Tax schedule as per NGOAB requirement)
  • Coordination of external audits of donor grants, local statute, NGOAB, and confirmation of FD4 for fund release, FD6/FD7 approval, modification of FD7/FD6, FD2, FD3 submission, and certification from local government on a yearly basis.
  • Ensure good accountant management by providing constructive feedback on work performance, yearly appraisals, vacation planning, and capacity building needs and measures.
  • Maintain positive working relationships with logistics, HR, the project management team, and the CVT advisor team.
  • Participate in internal and external meetings, as well as meetings with CVT advisors and other staff as needed.

  • At least 5 year(s)

Additional Requirements

  • At least five years’ experiences with relevant position with NGOs
  • Minimum 5 years of relevant experience in financial management of large scale, complex, and managing the multi donor funded project
  • Having good knowledge on NGOAB requirement of getting approval of project, fund release, annual audit and report, work-permit for expatriates etc.
  • Demonstrated understanding of standard procurement processes, administration, HR and compliance, and reporting
  • Excellent interpersonal skills and teamwork
  • Fluency in oral and written English
  • Proficiency MS office particularly excel with expertise in Quick books is preferable

Monthly Gross Salary BDT. 75,000/00 with insurance coverage but no other benefit.
